Rules

Group Stage

Teams will be divided into groups, with 4 teams per group. 4 groups is a division.

Each team will play against every other team in their group (round-robin format).

After all group matches are completed, teams will be ranked based on points, with standard tie-breakers applied (goal difference, goals scored, head-to-head, etc.).

Advancing

Top 2 teams from each group will advance to Gold Stage (Championship Bracket).

Bottom 2 teams from each group will advance to Silver Stage.m will play against every other team in their group (round-robin format).

Purpose

This format ensures that all teams play additional matches after the group stage.

No team is eliminated after the group stage, encouraging continued participation.

Points

Win = 3 points

Draw = 1 point

Lose = 0 point

Penalty Kicks

Group stage no penalty kick (Day 1).

On Day 2, penalties apply only for U14 matches, and only in the finals.

Substitutions

U10, U12, U14: Rolling substitutions allowed for every age category.

Substitution permitted only at designated area (middle referee), without interrupting the game.

Ball Sizes

U10 & U12: Size 4

U14: Size 5

Yellow & Red Cards

1 yellow = no time off

2 yellows = 1-match suspension

3 yellows accumulated = 1 match suspension

Yellow cards reset before finals unless a player has accumulated three or more.

Direct red card = 2-match suspension.

Violent conduct (e.g. hitting or fighting) will result in an immediate tournament ban.

Benches

Only official members and sub players can seat with max of 3 officials/team (coach +.. +..)

Parents and spectators cannot be allowed inside of the field or on the sub benches

Code of Conduct

Only coaches are allowed to give instructions to players during matches.

Parents and spectators are not allowed to coach or give orders to players from the sidelines.

This is to encourage independent thinking, decision-making, and leadership on the field.

Equipment

Shin guards are mandatory for all players.

Proper football boots and team kits required.

Goalkicks & Start

Restart from where ball went out, no need to return to center.

For U12 only, GK cannot kick directly over the half line. If it happens → turnover to opponent.

Goal kicks must be taken from the ground.

Shots directly from kickoff are not allowed. Referee will stop play immediately.

Throws & Corners

No kick-in, all are throw-ins, as per standard FIFA regulations

Off-side

U10 = no offside

U12 & U14 = offside as per standard FIFA regulations

Player Registration

Registering new players All players must be registered before they play

Teams will need to provide the following information for each player:

  • Full name

  • Date of Birth

  • IC/Passport number

  • Player photo

  • Player jersey number

Teams will have to abide by the squad size limitations as set out in the competition formats.

Teams may add new players to their squad until they reach their squad capacity up to 2 weeks before the tournament.

Once a player has been verified they will not be able to be removed from the team’s squad 2 weeks before the tournament.

Players Wristband

Day 1: All players must report to HQ with their passport to collect their wristband.

Lost/ Broken Wristband:

  • If lost or broken on Day 1 or Day 2, the player must return to HQ to get a replacement.

  • A RM50 penalty will be charged for the replacement.

Wristbands are required for participation in all matches.
